He wants to be able to create a folder that contains many groups.

It is a very good idea.

As a heavy user of VoxCommando, I have often thought that this would be a nice convenience, but it would actually be a huge amount of work to implement.  I wouldn't want to go there unless I was doing a complete redesign of the program from the ground up.
