Fibaro is extremely expensive. Some people say the user interface is better than other brands of controllers.
Vera is also expensive, but much cheaper than Fibaro. Most people do not like Vera's user interface. Some people really struggle to use it, while other people just think it is not very elegant.
People also complain that Vera releases firmware updates before the firmware is ready. I have seen similar complaints from Fibaro users. I don't use Fibaro so I don't know if the problem with firmware is as bad as Vera.
Vera has a large user community so it is usually possible to find answers to your questions. (I don't know about the Russian language user community for either Vera or Fibaro.)
Fibaro and Vera Edge both work with any products that use the Z-wave standard. Z-wave products are quite expensive.

Vera uses the MiOS platform. MiOS is supposed to be able to communicate with a wider range of standards, not just Z-wave. They claim that their Vera-Plus controller can communicate with Zigbee, 6LoWPAN, Wi-Fi Direct, Insteon, X10, and others. But that does not mean that it's always easy to make these products work with the Vera controller, or that the level of control is the same for all the different types of products.
There have been many user complaints about the reliability of both Fibaro and Vera. Neither is perfect.
VoxCommando has a Vera plugin, which means it will be easier for you to set up VoxCommando with a Vera controller, and you will have better two-way communication between VoxCommando and Vera.
VoxCommando automatically scans information provided by the Vera controller. It can generate payloadXML files for all your home automation devices (light switches, motion sensors, etc.)
Sensors and switches connected to your Vera controller will automatically generate events in VoxCommando when their status changes. These events can be used to trigger commands in VoxCommando.
All of this will be harder to do with the Fibaro controller because we do not have a plugin for it.
To get information from Fibaro, you will have to write your own Scrape commands in VoxCommando.
Fibaro events will not appear automatically in VoxCommando either. You will have to manually write some code for your Fibaro controller to have it send information to VC.
